Advanced Topic Session: A Primer for Departmental Adminostrators - Understanding the FAR

The session is aimed to orient departmental administrators with Federal contract terms and with some of the standard requirements under contract awards that are subject to the Federal Acquisition Regulations (FAR). Attendees will be provided with an introduction to the organization and content of the FAR, some contrasts will be drawn between Federal contracts and Federal grants and cooperative agreements, and an overview of the Federal contracting process will be covered. The session will then focus on individual FAR clauses that invoke institutional responsibilities and requirements, where some specific topics that will be covered are post-award administrative reporting requirements, equipment (property) provisions, and Small Business Subcontracting Plans. This session will also address the complexities of incoming subcontracts for sponsored research received from industry under Federal prime contract awards.
